In Slovenia there are three instruments supporting the RES technologies: price regulation, subsidies and loans. [54]

The major mean of support is price regulation. Slovenia introduced two systems of regulation: guaranteed payment and premium. Guaranteed payment is eligible for all of the RES technologies. However, biomass power plants have to meet additional requirements. The capacity can not exceed 10 MW. Biomass co-firing systems are ineligible for support. The amount of tariff depends on technology. Wind farms receive 9,538 €ct/kWh. In case of solar systems the amount is from 28,998 to 41,546 €ct/kWh. However, if the installation is integrated with a building the price increases by 15%. Tariff for hydro power plants is from 8,234 to 10,547 €ct/kWh and for biomass from 16,743 to 22,435 €ct/kWh. Biogas power plant receives from 14,077 to 16,005 €ct/kWh for combustion of biogas obtained from biomass, from 6,167 to 9,933 €ct/kWh for combustion of biogas obtained from waste, from 6,609 to 8,584 €ct/kWh for combustion digester gas and from 12,915 to 13,923 €ct/kWh for combustion of digester gas obtained from waste. Premium system is eligible for all technologies with the same restriction like in case of guaranteed payment. The amount of premium consist of reference costs and so-called the B factor. Wind farms receive from 8,674 to 9,538 €ct/kWh plus from 0,80 to 0,86 €ct/kWh (from the B factor). Solar farms are supported from 26,992 to 41,546 €ct/kWh plus additional from 0,88 to 1 €ct/kWh (from B factor). Moreover, reference price can be increased by 15% if system is integrated with building. Hydro power plants are eligible for support from 7,657 to 10,547 €ct/kWh and additional from 0,86 to 0,90 (from the B factor). Biomass power plants receive from 10,254 to 22,435 €ct/kWh and additional from 0,88 to 0,92 €ct/kWh (from the B factor). Biogas power plants which combust biogas obtained from biomass receive from 14,077 to 16,005 €ct/kWh and additional 0,92 €ct/kWh. If the fuel is biogas obtained from landfills the system operator receives from 6,167 to 9,933 €ct/kWh and additional from 0,92 to 1 €ct/kWh. If the fuel is biogas the system operator receives from 12,915 to 13,923 €ct/kWh and additional from 0,88 to 1 €ct/kWh. [54]

Subsidies are eligible for all of the RES technologies without additional restrictions. The amount of subsidy is up to 40%. Small and medium enterprises can receive additional 10 percentage points. The next 10 percentage points are possible if a system supplies green energy for the whole region. [54]

Loans are available for all technologies however wind, solar and hydro power plants capacity can not exceed 50 kW. The loan amount can not exceed 10% of total budget. 12 million € is allocated to natural persons and 25 million € to legal entities. The legal entities are eligible to receive 90% of investment costs. The credit period for a natural person equals 10 years and 15 years for legal entities (can be extended if they can provide reasonable evidence). The natural person can receive 20 000 €. The legal entities can receive from 50 000 to 2 000 000 €. [54]

In Slovenia the RES systems does not have priority. However, the grid operator is obligated to conclude contract about grid connection without discrimination and to upgrade and expand electrical network if it is necessary. Grid connections costs are covered by the grid operator only but if the total costs are higher than average the system operator have to bear the difference. [54]

[54]
