Finland

Finland has introduced three instruments supporting the RES technologies: feed-in tariff system, fiscal regulation mechanisms and subsidy system. [54]

Guaranteed feed-in tariff are available only biomass technologies which combust peat in covonentional and the CHP power plants. The price are regulated by the law and are paid per MWh of electrical energy. [54]

Fiscal regulation mechanisms allow avoid once of tax on electricity which is used for the green energy generation. In the other situation are grid operators which have to pay tax from energy. That tax are used to support the RES power plants as a guaranteed payment which is paid per kWh. For this support are eligible all bio technologies (except power plants which combust peat) and small hydro power plants (capacity up to 1 MW). The amount of subsidy is 0,69 €ct/kWh for wind energy and forestry waste combustion, 0,42 €ct/kWh for small scale hydro power plants and biomass systems and 0,25 €ct/kWh for recycling fuels combustion. The last one instrument is subsidy system called Energy Aid. All of the RES technologies are eligible however the amount of grants depends from technology and is percentage of investment costs. Wind and the PV systems are able to receive up to 40%, for projects that employ new technologies also up to 40% and not more than 30% for projects which employ traditional the RES technologies. [54]

The RES systems does not have priority in grid connection however the grid operator is obligated to conclude contract with the system operator on normal conditions. Moreover he is responsible for the grid expansion if it is necessary. [54]

Regulation requirements in Finland are Act no. 688/2001, Act no. 1260/1996, Act no. 322/2007 and Act no. 386/1995. [54]
