In Portugal there are two instruments supporting the RES technologies: price regulation and fiscal regulation mechanisms. [54] The price regulation is major mean of support and is available for all wind technologies without additional restrictions. Solar systems are eligible only if capacity does not exceed 50 MW for systems integrated with building and 150 MW for ground-mounted systems. Biogas power plants are supported if capacity does not exceed 20 MW for landfill gases combustion and 150 MW for systems which combust gasses obtain from solid municipal wastes, sewage sludge, waste from the agricultural residues and food industries. Biomass power plants are supported if capacity does not exceed 250 MW. Hydro power plants and wave pilot projects are supported if capacity is up to 10 MW other hydro projects capacity can not exceed 100 MW. Moreover small solar projects and small biogas installations with the CHP system which capacity is up to 3,68 kW are eligible for special tariffs. The amount of special tariff equals 65 €ct/kWh. Tariffs for wind parks equals 4,6 €ct/kWh and for small systems combined with solar-thermal system 70% of the reference tariff. The PV systems receives from 35 to 50 €ct/kWh and 100% of the reference tariff if system is combined with solar-thermal system. Tariff for solar thermal projects depends from capacity and equals 29,3 €ct/kWh for systems with capacity up to 10 MW and from 15 to 20 €ct/kWh for larger projects. Biogas power plants whit capacity up to 150 MW which combust solid municipal wastes, sewage sludge, waste from the agricultural residues and food industries receives 9,2 €ct/kWh. Power plant which combusts landfill gas receives 7,5 €ct/kWh if their capacity is up to 20 and if capacity is higher then 3,8 €ct/kWh. Tariff for biomass power plants depends from type of biomass and is between 7,5 and 8,2 €ct/kWh. Small the CHP systems can receive 70% of the reference tariff. Tariff for hydro power plants depends from size and is up to 4,5 €ct/kWh and 30% of the reference tariff if object is combined with solar-thermal system. Tariffs for hydro systems which capacity exceed 30 MW is set by the Ministry of Economy and Innovation. [54] Fiscal regulation mechanisms supports all of the RES technologies without additional restrictions. The amount of tax exemption is from 9 to 21% (21% is total value of the tax). [54] In the Portugal the RES systems does not have priority however the grid operator is obligated to conclude contract about grid connection without discrimination and to upgrade and expanse electrical network if it is necessary and economically reasonable.
