Nuclear safety : The International Nuclear Event Scale

The international Nuclear Event Scale - INES scale is a measure, constructed by IAEA (International Atomic Energy Agency) and its members, for purpose clear-cut description of nuclear accidents significance. Such tool is especially important in communicating the public about accidents in nuclear facilities and danger brought by them. Additionally it allows to clear interpretation of incidents and does not allow to free evaluation of nuclear accident size. In the past, the scale was only refer to nuclear power plants, but today version is extended to all nuclear, civil facilities. [95],[96]

The scale classifies three group of different sort of nuclear accident influence:

  • People and Environment - refers to the wide radiation spreading, concerning human health near to the source and unintentional release of radioactivity
  • Radiological Barrier and Control - refers to the cases with no human and environment direct affection but with possible radioactivity release. It rather concerns accidents with range limited to the inside of the facilities.
  • Defence in Depth - refers to the cases with no human and environment direct affection. It rather concerns accidents which occurred due to malfunctioning of the systems, designed to prevent breakdowns.
  • In the Table 5, general structure of INES is presented.
