Describing infrastructure development can be confused. Infrastructure for nuclear power plant it is both, direct and technical background of each power plant (pumps, cooling systems, safety systems, spent fuel pools, after-heat removal systems) and overall framework of the nuclear industry presence. First group of infrastructure is very important for economics estimation. Many of external reactor systems have to be multiplied for safety. The reactor need very large amount of water, flowing through the core. In some cases cooling towers are necessary and large area for power plant construction. All these elements are not being taken into consideration, estimating overall nuclear power plant cost. Other group defines a wider problem. It contains all external offices and facilities that are absolutely necessary for secure and continuous nuclear power plant operation. Because they can not exist without law authorization, legislation is here very important, can be said, basic. For establishing complete infrastructure, three main bodies have to cooperate: the government, present or future power plant operator and regulatory body for supervisory role. They are obligated to act in the way to fulfill all assignments for secure nuclear power plants operations. IAEA INIG has proposed several groups of activity, where some efforts and establishments are needed. They are presented below:
Each group means additional studies, designs, laws, establishments of new institutions, and brings many efforts that must be involved to achieve success. But not only work is needed. Developing of infrastructure has also influence on economics. However its cost is borne with first nuclear power plant. [75],[76]
