POLISH ENERGY EFFICIENCY MOTORS PROGRAMME (PEMP)

Polish energy efficiency motors programme (PEMP) is a project which will have been executed in years 2004-2013. Its goal is to reduce the energy consumption which is desired to be achieved in the field of electric motors and motor-driven systems. One of the PEMPs projects was to estimate the potentials of energy conservation. The ranges of savings were following:

  • 2-8% by employing the high efficient electric motors.

  • 10-50% by employing more efficient controlling system such as variable frequency drivers.

  • 2-10% by employing high efficient powertrains.

  • 2-15% by employing more efficient propelled devices.

PEMP was divided into two phases. The first one spanned in 2004-2008 and was funded mainly by Global Environment Facility while the other one which will end in 2013 is self financing.

One of the most important projects within PEMP was a discount programme. It was aimed at increasing the share of high efficiency electric motors by reducing their prices. It was achieved by the subsidies which were given to the producers of the motors. Each aid required to satisfy certain conditions such as efficiency depending on the poles per phase for certain rated powers which can be seen on table 8. There were 14,217 electric motors in total included in PEMP.

  • PEMP also initialized a demonstration project which was addressed to the small and average entrepreneurs. From among the all participants four companies were chosen representing following sectors: heating, food, sewerage and plastics. Every firm was bestowed by technical support and interest-free loan. The result of that project was a modernization of the motor-driven systems by replacing dated electric motors with high efficient ones, modernizing the control devices and employing high efficient powertrains. The performances achieved per annum in all 4 companies were following:

      • Energy savings – 1015MWh/year

      • Coal saved (heating) – 560tons/year

    As an extension of the discount project PEMP implemented another programme which was aimed at motor-driven systems propelled by machines with rated power of 200kW or more. The aids were in form of subsidies although they were not given to the producers of the motors but to the users. The aid was in form of a financial grant of 30% of the cost of the project. It was bestowed to the companies which were willing for a complete modernization of their motor-driven systems that is an electric motors, regulation and control systems and propelled machines. PEMP also demanded to monitor the energy usage for two years after the redevelopment to examine the benefits.

    The first phase of the PEMP was considered as a moderate success. Although the results were better than the pre-program expectations (Table 9) there were also some shortcomings. Total number of high efficient electric motors sold with the discount was not satisfying. It was caused by the long time of delivery of such a motor while the standard machines were already on the market.
