In 2009 an act about promotion of thermomodernisation (Dz. U. Nr 223, poz. 1459) was implemented. On the strength of that act Polish national bank (Bank Gospodarstwa Krajowego) launched a financial programme which subsidizes investors interested in thermomodernisation. To receive a bonus an investor is bounded to take credit for the investment and then part of the debt will be discharged by the thermomodernisation financial funds. The investor is given a repayment which stands for 20% of the overall credit but it cannot be more than 16% of the overall investment costs. There are four requisites and one of them have to be fulfilled to obtain the refund:
1. Reduction of energy consumption used on heating the building and running water by:
• 10% - in buildings where central heating is modernized only.
• 15% - in buildings where central heating modernization was executed after 1984.
• 25% - in the other buildings.
2. Reduction of years energy losses in heat generation and distribution network by 25%
3. Reduction of years heat energy costs caused by close-down of local heat source and connecting the building to the centralized one by 20%
4. Replacing a conventional heat source by renewable energy or high efficient cogeneration source.
All the estimations are based on surveys compiled by accredited auditors with suitable competences.
