Wladyslaw Mielczarski (PhD, DSc) is a Life Professor in Electric Power Engineering nominated by the President of the Republic of Poland in 2002 for the commitment to research and development of modern power engineering with special achievements in electricity markets.

Between 1992 - 1999, has worked as Associate Professor at Monash University in Melbourne taking an active role in the introduction of electricity markets in the state of Victoria and the National Australian Electricity Market. Between 1997 and 2001, he worked as a consultant to Ontario Hydro Technologies on various projects aiming at the introduction of the electricity market in Ontario.

In 1999-2000, as the energy adviser to the Deputy Prime Minister of Poland, prof. L. Balcerowicz, he designed the structure of the Polish Electricity Market. The project was approved by the Polish government and implemented in 2001 and 2002.

Professor W. Mielczarski actively works as a consultant for the Polish power industry. For example, he has designed for the PSE (Polish Grid Company) two advanced programs (LPD and GMOS) for commitment and dispatch of generating units in the Polish balancing market,. Both programs were implemented in September 2001.

Professor W. Mielczarski has published seven books and over 150 journal and conference papers. His books are published by prestigious houses such as "Fuzzy Logic Techniques in Power Systems" by Springer Verlag, "Competitive Electricity Markets" by Nova Science Publishers, New York, "Quality of Supply and Management of Network Losses" by Optimal Energy Solutions, Melbourne.
